Help! Noise in passenger footwell while AC is on and I brake

Help! Noise in passenger footwell while AC is on and I brake

Hi
So whenever I press the brake while I have the AC on a weird low pitched hissing and low pitched fluttering sound occurres. It stops when I stop braking and it stops when I change it off max AC. This is probably a vaccume issue. There was one point I had to much vaccume on it after the engine swap to carb and also it sometimes if I leave it on bi-level it gets stuck when going from bi-level to off, a little snap occurres whenever I make it go off. While car is off the mode sliding bar sounds normal. Slight hissing noise occurres when i go from any position to off. All the modes do what they are suppose to do, ie the air is properly directed.

I don't know the vent system well so any direction would be great

When I go to the off position and it getting suck makes sense that the rotary valve needs replacing. But does that explain the noise in the passenger footwell when I brake and the ac is on max?
