Another Tach Issue

New to me 89 Iroc.

Tech doesn't work. Moves randomly, eventually pegs out.

I did the 200k ohm resistor across pins 4 and 10 of the resistor chip on the board, still nothing. That was broken but something else must also be wrong.

when I apply 12v to the b+ and gnd posts of the tach/oil gauge, the oil gauge will peg and respond to a resistor grounded on the sender post, but the tach doesn't move.

I re-flowed the solder on most or all of the components on the board.

how can I test the gauge itself so I know of a rebuilt control board will fix me up?

thanks.
