LT1 fan problems

Transmission: T56 and 700R4

LT1 fan problems
Let me start off by saying the fans work but they do not come on when the car heats up. The first fan comes on once the car is started but turns off shortly after. Then a minute later both fans come on for a couple of seconds then shut off. The next thing that happens is the cars temp goes to around 250 to 260 and I shut the car off.
I have already changed the guage sensor because the other one did not work and I changed out the temp sensor on the water pump twice the engine swap in the fall.
Am I over looking what actually turns the fans on or should I be doing something completly different.

The fans are actually turned on by the LT1 PCM. Two wires in the C100 connector (brown and blue if I remember correctly) that goes to the fan relays. I used the underhood fuseblock and the LT1 fan/radiator assembly so it's about the only info I can give.
