99 vortec block
I am about to buy a 350 vortec block, and i was wondering if this block could be built like a ls1 engine, would it make more power than building a 383 engine?

What do you mean like an LS1 engine? A 99' Vortec engine is still just a basic gen 1 motor.... You can build a 383 using the block just the same as using an 86' block.
