It can't be that rare, I have one. I don't mean that they're not rare, but maybe not as rare as you may think.
Mine has t-tops, came with leather, but its been replaced with 4th gen cloth, and it came with Bose and power everything. If they're rare let me know...

If it is truely loaded with all the options, the car was priced out at over $21k. That's a lot of cash 15-16 years ago. I'm not gonna say they are rare, but how many people would spend that much on a Camaro 15 years ago. I'm sure very few came out with every upgraded option, but it doesn't do anything for the car today to have it all. The 3rd gens are desirable in most option configurations.
