Axle/Gears: I should know this

MI to PA owner transfer

Could someone explain the process of changing owners? I'd like to meet the guy half way to pick up a car, but I would like to do it as legal as possible.

If possible I'd like to transfer the insurance on the car I have now to the new camaro.
