Have the cops run the car <VIN> and write it up as abandon on private property.
then you can get the info. of the last known owner. and ask the last owner
what's up with the car . understand ?

for some reason your not telling me the whole story. Why is the car in the impound lot ? and which lot is it in Philly ? you need to fill in the blanks so I can help you out faster. I do know a few things about the impound lots.

In North Carolina if the mechanic bill or storage bill is equal to or near the estimated value of the car a mechanics lean can be filed and a new titile issued to the filee.

Of coarse it depends on how long the car was left there long enough to actually considered abandoned.

I went through this with my 85' Z28. It was abandoned on a friends in laws lot. I used some of my "resources" and got the last owners name. Called them and explained the situation and they told me that they had traded the car in 5 years ago at a dealership. Humm wonder why it was never taken out of their name. Needless to say i never got ahold of them again. i contacted the finance company whose name was on the title and he told me " You shouldn't buy a car with no title, sorry we cant help you. Our files dont go back that far" Then I contacted DMV and they told me the proper forms to fill out. To get the car I would of had to fill out faux info so I gave up. Just got another body with a title and have to swap everything over........

i have a body to swap everything to just want to keep it a 91 for the resale potential but i was hoping not to have to do that 91 is worth a whole hell of alot more than my 83

i had to do the same thing for my car in ny what i had to do and is extremly long process was go to an actioner which listed the car in some no name newspaper saying that if the owner did not come claim the car it would be actioned off then payed the money ect. waited for all the info to get back from the dmv then resend info but your best bet since it was some months ago and cant remeber all the steps is go to and actioneer and they will explain how to do it it cost me around $300 but i wasnt too bad considering i only spent $300 for my car when i get home i will try to find the name of the guy i used and his number for you

There are sites online that you pay to do the legwork on getting a lost title... but it ain't cheap!

I had a 1995 Chevy Lumina LTZ that was mint, low miles, etc. No title. Previous owner never got it from the owner before that... who died or something! I ended up parting the damn thing out

Have your friend (that runs the yard) apply for the title. One of my good friends worked at a body shop here in Jersey that had a tow contract with the township, and once a car sat on their lot for a few months, they could apply for a title. They usually got it within a month or month and a half.
