I am wondering if anyone might know if the emitions laws in mass are changing after this year like i heard?

My buddys brother who works at a shop where they do inspections, says that the laws will be changing, as a matter of fact when they heard that, after they got tested for another year they ripped the mufflers and cats off of every car almost, cept his dads truck.

I heard that it was changing in october of this year. Can anybody definately confirm this and up to what years will this be?
