SES Light blinking, rapily.

SES Light blinking, rapily.
Here is what I've got: A slightly beat up 1989 Camaro 2.8 five speed.
So far the car has had a full tune up, a reman'd Distributor, a new ECM, and a new HNL PROM. (The car was running horridly after a distributor swap and when I looked at the ECM, the prom within was beat to hell. Replaced for safety)
Now, on installation of this new ECM and the new PROM(Used images online to make sure the PROM was installed correctly), I reconnect the battery, turn the key to the ON position, and the SES light is blinking about 2 times a second. I let it sit like this for a bit before trying to start it, but it never went away. When trying to start it I can smell the gasoline big time from the exhaust. It starts running, albeit it a bit rough, then dies.
Can anyone help me figure this out? I need it as my daily driver and I've burned all my spare cash into getting this car this far.

Make sure prom is not installed backwards I have seen this done before with the same symptoms..

I used what few reference pictures I could find to ensure the prom is installed correctly. it was also marked to indicate the sides that needed matching, and the secondary chip (Not sure what it is called) only installs in one direction.
