You can make the flange yourself very easily, or just go to a metal cutting place (waterjet, flame, or plasma) with a drawing. It'll take 'em all of 20 minutes to do. Find some 3/16" steel plate, drill the bolt holes, and a center hole for the turbo, and hog it out with a die grinder. It might take an hour or two, but doable. Or, just find a local with a plasma cutter, and a shape drawn on the steel with a sharpie. Keep it simple! 
Nitromethane... Now that's a fun idea! I don't think the pistons/cylinder could take the heat, though... Remember that about 1/3 of the HP gets released as heat. If you double the HP, how do you double the cooling on the engine? Same concepts apply to real engines

I forgot about that one, since it's one of the few tools I don't have (err, haven't gotten yet!). I sorta went from Hacksaw->Plasma cutter. I do want to get a pair of air shears or an air nibbler, along with a sawzall and a small air jigsaw. No place to put it, though, so it'll wait till I get a larger garage.
How about nitrous on the scooter? It'd be very quick & easy. Just think how long the bottle will last!

Heh, I've got 2 jigsaws, with the right blade they're almost as fast as the plasma cutter, and I haven't found anything that will cut an exhaust pipe straighter.
I'll trade you a jig saw or sawzall for your plasma cutter

yeah I like the nitrous and smog pump ideas, but I may have screwed up on the "mission statement" for this goped: My plan is to have the first "turbocharged two-stroke goped". Not to just have a "fast" go-ped. I want a goped that looks like a regular goped that has even a semi-functional turbo charger. The project will be considered a success if it goes faster even a little bit. I think my plan is a little "be the first one", and may have some R i c e r-esque goals. I want it to be different, I want it to kinda cool. even if the motor dont make alot of boost I intend to use the smallest aftermarket BOV I can find set on really low and hopefully it goes woosh after a hard run and I close the throttle. Dont get me wrong, if it goes woosh but doesnt go one bit faster I will consider the project a failure.

held the turbo in my hand today its about the size of a orange, I was thinking some creative stuff would be needed on the exhaust side but now Im thinking considering that the exhaust inlet is about the size of my thumb and how teensy the exhaust side of the housing is that this is really going to work
