Proper way to tune??

I am not very familiar with the chevy line up of tuning however I do find it interesting how they do it. I am working on a 94 firebird 383( Yes I know it may be to new for this site) It is running a 16lbs blower and only proudces 394 at the wheel it also has a cam. I am questioning the proper tuning method. I can't believe that a stock map and maf are okay because the pe table is what is used to tune at wot. How does this work? The mas pegs at 4500 and 9.38lbs of boost. It has good aluminum heads that were proted as well. I think it is in the computer tune. The tuner has turned off all the codes as well. Please help on some of the basics. I am new to GM stuff.

Will, WOW....where to start. You should start by reading as MUCH as you can in the DIY Prom forum. Most of your questions could start to be addressed there. Also, when posting you have a cam, heads, etc it always helps to have actual #'s to go with the nouns. Anyway, read and read and read and read and read in the DIY Prom forum and you'll start to get a clue. Oh yeah, a 94 is a 4th gen in case you didn't know.

What type of blower do you have? Are you using an aftercooler if it's applicable?
