Nothing has changed and it's working correctly for myself.

To recap how the system works, when you visit the forums (logged in), a counter starts down from 20 minutes. Each time you click on an internal link, that counter is reset back to 20 minutes. When 20 minutes passes of inactivity, all posts are considered and marked as read, minus the 20 minutes.

For example, I visit at 7:00PM, browse around, and then become inactive at 7:30pm. At 7:50PM, I'm assumed to be inactive and all posts that were made prior to 7:30PM are now marked as read - regardless if I physically read them or not.

Another possibility is you are either manually logging out, or you are getting logged out. If that is the case, that will reset the inactivity counter.

For example, I visit at 8:00PM and then immediately log out at 8:05PM. All posts made prior to 8:05PM are marked as read - regardless if I physically read them, and regardless if 20 minutes wasn't allowed to pass.

Either of the above is happening in your case. And this also explains why you aren't seeing "new" posts in the UserCP. It's because your login/inactivity is indicating they were read by either the 20 minute counter or you logging out. The "New posts" uses the same function.
