I just received this and don't have time to read it right now, but I'm sure it affects us.
The Air Resources Board has posted the Notice of Public
Availability of Modified Text to Consider Regulations for an
Enhanced Fleet Modernization Program (Car Scrap).
These documents and the associated formal regulatory materials

Please note December 28, 2009 is the deadline for public
comment.

The state is bankrupt, but they have enough money to pay to have vehicles crushed and are requiring that not one part of any car that is scrapped is usable for retoration of any other car.
