rear brakes screech and lock on first couple brakings

rear brakes screech and lock on first couple brakings
like on first couple or three brakings i make in a day the rear brakes screech real bad and the left rear especially will lock up, even on pavement and even at low speed, and wil drag tire bad and loud.
whats up ? i was just in the drums right after i got the car about 4 months ago cuz i had to replace backing plates(took new ones off an 81 cutlass supreme since were brand new on it) and installed std fitting on end of axle lines to thread into the 81 cylinders.
anyways, what would cause this ?? the air is very very wet and heavy and humid here last month or so, about as long as rthe brakes been doing this, mabye its just condensation ? there is a LOT of water vapor in the air aroud here in mid to late summer especialyl and been a LOT of rain storms bad in last few weeks,
the only other thing i can think of is leaking axle shaft seal ?? i know when gear oil gets on drums shoes they wil cause them to lock easily, but why do i have screeching then ? i wouldnt have any noise in that case. front brakes are being crappy, was opposite way around when i got the car, at that time only the fronts werre doing the stopping, now it seems to be about 50/50 now, i have crappy front brake grabbing power, taskes longer to stop this car than trucks and full size cars ive had in past(lots of them) but then these cars only use 9.5" x 2" or so brakes, so,... everything else has been 11x3 and some were 11x 2 3/4"(78 chevy Big 10 pickup)
cant count 3/4 and 1 tons ive had, theyre 13" brakes, mainly.

my drum rear has been locking up also,didn't know it at first,until some gravels ended up at end of my road b4 highway,both sides lock up,?????looking for some suggestions??
