They are springs, so they are made of the same sort of material that other springs are made out of... some alloy chosen for its ability to bend lots of times without failing, and with a smooth predictable yield curve.

i had to cut one off once with a whizzer, not very machinable what ever it is, cut sort of "gummy", but it was on a ford too.
I would say spring steel.
