i think with the 13" you will need to run 17" rims min for them to fit.
but in all actuallity, i don't think you will need anything more than the 12" for on the street.

someone said that the kits push the front wheels out .5" is this true? that's kind of odd......
i agree, common sense would probably say go with a 12"; but if the 13" fits and your already spending that kind of money.....??
i don't know, i like the look of big brakes, but 13 on a 16" rim sound insane!

well I have the 12" and I dont see how a 13" will fit properly w/ the right clearance.....
I think you would be very happy w/ the 12" .. I almost got the 13" kit ..but didnt wanna take the chance...glad I didnt....

Technically, the 13" Track kit will fit behind the '91/'92 Z28 5-spoke rims. Baer will send you a template to verify this. However, the fitment is TIGHT. If your rim is not perfectly round you may encounter rubbing where the caliper fins are.
In my mind the minimal clearance wasn't worth the risk for a daily driver that might encouter a rim bending pothole or drainage channel. If something happens while you're moving and the rim locks onto the caliper body, watch out, you'll be in serious trouble.
I went with the 12" 1LE/Baer Sport setup to fit behind the stock rims. If you ugrade to a 17" rim, go for the 13" kit. Otherwise, Spohn has a great deal on 12" 1LE setups.
