im going to be putting all new suspension pieces (lca's, panhard bar, sway bars, torque arm) on my 91 z and i was wondering if the best way to bolt them up is to just keep them loose until i lower the car on the ground them tighten fully?

yes, you want to tighten the suspension bolts to spec with the suspension loaded at ride height.
