Loss braking=steering wheel shake

Loss braking=steering wheel shake

This problem has just recently started and it was the same thing in my 88 formula. Whenever i apply my brakes it seems that they are not stopping very well and my steering wheel vibrates really bad. I took it to the shop to get all four tires changed they needed it anyways and they told me that my rear brakes where in fairly bad shape and they should be changed soon. They said my front brakes looked good and almost new. Now that is almost impossible for them to be almost new if i am barely stopping. They said they can flip the rotors over, but if my steering vibrates I think it would kinda mean the rotor is warped. Flippin it over isn't going to do crap then. Should i just go ahead and fork over the cash and replace all my brakes and rotors in the front and change the brake lines in the front. Or would it save money just to try a few other things first. Any suggestions would help.
