Power Steering Question

Power Steering Question

When I first start up my car in the mornings when its cold the power steering is very hard to turn. i actually have to drive it for many miles before it feels like the power steering is actually working. after the first start up its fine for the rest of the driving period. what could be causing my car to do that? is the fluid frozen or too cold or something? maybe its low? not sure??

Engine: 305 LB9 Tuned Port Injection
Transmission: 700-R4 Automatic
Axle/Gears: Saginaw 10 bolt 2.73 posi
It could be low fluid, but it could also be a slipping belt which drives the power steering pump. I know my Trans Am has the same type of "problem" when its really cold, the alternator belt will slip a little but once the car warms up, it stops slipping. Really cold for me is like 10 degrees F. It doesn't do it until it is that cold.
