Engine: 350 SBC
Transmission: Turbo 350
What is this?

I have a 89 Camaro RS
I need to know what this is called
it runs down the center of the car down by my drive shaft it almost looks like a Ibeam. The side closest to my tranny is not connected to anything
does anyone know what this is

It's a torque arm and needs to be mounted to mount on the side of the trans or the trans crossmember since you say you have a th350 . If you don't have it mounted it will smack the tranny tunnel under accel .
