Another quick question

Here is what's going on:
I just put new calipers and brake pads on the rear, plus shaved the rotors. On the driver's side the pads sit snug against the rotor, but they don't drag; on the passenger's side however, the caliper is like stuck on one side (towards the center of the car). In other words, the inner pad is very tight against the rotor and it drags, but the outside pad is not making contact with the rotor at all and even when the Parking Brake is applied, I can still move the outer pad a bit.
My questions are:
What the hell is going on? Why isn't the caliper sliding? How do I fix this?
