Widening wheels?

What would it cost per wheel for someone to weld them up, not including wheel sections? How safe will they be later?

i've done it for mud trucks but there is no way i'd do it for a street car, or even a race car. it was 20 years ago when i did it and at the time i think the cost was around 50 dollars a wheel.
