Power Steering problem

Car: 1988 Firebird Formula 350
Engine: L98 383 cubes Multipoint FI
Transmission: 700R4
Axle/Gears: Ford 9 inch with 3.70 gears
Power Steering problem

When I pulled my motor last spring I decided to replace the power steering cooler line because it was all corroded and the replacement was inexpensive. I went ahead added a bit of fluid today started the car and the power steering doesn't work. So I decided to pull the low pressure return to see if the fluid was going all the way around and it was. I reattached the line added fluid and the power steering still doesn't work. Does anyone have any ideas what may have happened or is there something else I need to do? Thanks
I tried the air bubble removal procedure for 10 min it had no effect. I found no dirt in system when I drained it.

Well never mind all. I found the problem the pressure relief valve in the pump was sticking. The plug that slides back and forth had a scratch on it. I polished it with Scotchbrite and now the power steering has worked fine for the last 40 miles.
I guess some type of contaminate got into the system, but i'm unsure what the heck it was to scratch the steel valve plug like it did.
