Steering shaft reassembly

The shim that holds them together doesn't seem to be doing it's job after removing it and replacing the boot. I am able to pull the shafts apart by hand after reassembly. Would you say that the shim needs to bent more so that it creates more force? Appreciate any advice.

Yep, OEM shaft. This is where they separate.
