for some reason when i drive i cant get about 3000rpms, i have new plugs and wires, i have a 305 tbi, thanks

 

There could be many different problems causing this. First get it all fixed up correctly, no trouble codes, passing emissions etc then see if its still limited. It could be anything from restricted airflow (intake/filter) to restricted exhaust (manifold/catalytic converter/muffler) to fuel problem (running lean). It could also be TV detent cable, any number of problems with transmission... the list goes on and on. I'd fix your other problems first.
