Cowl Hood Functional?

Anyone have any ideas on making a cowl induction hood functional with TBI.
It's a 4" cowl hood and as of now I am running a 14x3" open element. I would really like to make it so that it draws all the air in through the cowl but I am having a hard time trying to figure out the best way to do this. Any help and ideas would be greatly appreciated.

That's the easiest and usually the best way.
