no fuel?

no fuel?

i'm looking to buy another project car. its an 87 TBI with a 350 put in it.it soposedly runs but we couldn't get it to run today. it is at a junk yard(this one has some nice cars compared to others) they were trying to start it today because i would like to see it run before i buy it of course. first they sprayed carb cleaner in to try to start it and it would just chug but not start.(any1 heard or carb cleaner to start a car? they set it on fire twice, no damage though) i told them to use gas so they did, they used a spray bottle(luckily no fire this time) it would run at a real low rough idle if they sprayed while it was running. i nocited that the throttle bodies were closed all the way to the point they would stick closed. this is after they gave up and figured it needed a fuel pump, which they should have in by tomarrow. do you think the throttle was closed to much? (i'm not a TBI guy so i don't know if theres a weird valve in there to act as a choke or something)

if it isn't getting fuel where could it be most likely(i don't know much about electric fuel systems)and how hard is it to fix, any ideas?
