what to do??

91 rs with 305 tbi auto. I have about $2,000 to spend on it and i want performance. With that much could i reach mid to low 14's. I dont want nitrous and i have to pass the exhaust emmissions. Also this is my everyday driver. Also after everything i put on my car do i need to burn a chip could someone explain?

Transmission: 5 speed manual
If its stock start with exhaust and headers. Then you could look into an edlebrock intake and an LT-1 cam and you would most definitly want to burn a chip.

how often do you need to burn a chip?? Are they expensive??

Anytime you add mods you really should look into chip burning. The stock chip is garbage and a whole lot can be gained by burning your own. You can buy all the stuff to do it for the same cost as buying an off the shelf custom one. I would start by doing a full exhaust and a good tune-up while you learn the basics on these cars. You will be much happier in the end.
