the 193 cast is a TBI cast with swirl ports IIRC, the 083 is a TPI cast that flows much better. A ported 083 will do much better than the 193

Do a search for user Fast355 and his post on "garage ported 193's". He has flow numbers for various swirl port heads and you will find that when ported they aren't that bad. They flow better on the exhaust side than the 083's but not as well as the on intake side. However, the flow advantage on the exhaust side is the lessor of the two evils. When fully ported the TPI heads will come out on top. However, in budget situations the 193's can support a solid amount of power.
