I have heard of this before and actually asked about it last year sometime. I got a reply from someone who knew the voltages the computer needed and said it could definitely work. Sorry, I don't know the exact procedure.

its not quite that simple

the computer checks for egr by looking for an increase in manifold pressure (drop in vacuum)
When the egr opens it causes this very thing and it shows up on the map. The computer is expecting this when it opens the egr. If the computer doesnt see it then you have a problem because it will throw a code (above 55 mph only i believe)
so theres no real resistor you could just put in place of egr nor would you want to. When egr is active you have more ignition advance because the egr is cooling the chamber thus more advance is needed. If your egr isnt working, no chamber cooling is going on but if the computer thinks it IS working then youll have extra timing thrown in. This can cause knocking which is definately no good for the motor. Either fix the egr valve or solenoid or get a custom chip that eliminates egr
