yes....you can do it on ground, but you need to get car as high as you can to swing gas tank out...
you remove exhause system in the back
then remove driveshaft, torque arm, panhard bar and bar brace, lower controll arms, shocks, brake lines, park brake lines (disconnect easy up by driveshaft), shocks,
then slide axel out,
remove heat shielding below gas tank
unbolt three small bolts near gas cap up in gas door on side of car
unplug connector (electrical) on bottom floorpan in front of tank
unstrap tank and start to drop down,
remove the lines going to tank (believe there is 3)
remove tank....the front of it comes down first and then you'll have to work it out, the filler neck is one metal piece so it's kinda tricky sometimes.
replace pump, (make sure you get a good name brand pump cause you don't wanna do this again), and then re-install in reverse order
make sure you change fuel filter.
it'll take you 6-8 hours or more probably to do this if you've never done it before, so have some time available.

Just dropped the tank on my 1983 Z28. I did not have to remove the rear end. I did remove the track bar (s") and gthe heat shields. Then removed the lower bolts for the reaqr shocks. Also removed the shield from the drivers rear inner fender panel. Fuel lines at the rear drivers side. electrical connector. Once everything is loose, brace the car at the subframe and then drop the rear end until the rear springs fall out. That should about do it.
