High idle speed?

Transmission: T-56
Axle/Gears: 3.42
High idle speed?
A couple of things...
1) When I first start my car in the morning and the engine is cold, it idles as 500 and when the engine is nice and warm, it runs around 1200. Somehow the idle speeds have reversed. What has changed and how can I fix it?
2)If this helps answer the above, I am running an open element filter, so the stock cleaner assembly is gone. The Thermac or IAT sensor is burnt out, so it's like it's not there and the vacuumed "disk" in the end of the air cleaner assembly neck is no longer there with the vacuum blocked off at the TBI unit. By the way, what the hell is that vacuum "disk" sensor thing. I cannot find that thing anywhere. Needs to be replaced it I put the stock stuff back on. It's honeycomb like internal disk turns to dust if it is touched.
3)If #2 is the problem, just hooking those things back up in working order should work?
