TBI issues. Low end acceleration
First off in park or in drive at a complete stop my car shakes. Not too badly but noticably. The bigger issue is I can put the pedal to the floor and nothe get any power it chugs a little and I hear the rpms rising slightly like a whine and it takes it reaching a certain point before the transmission seems to take hold and actually shift with a rather disconcerting jerk. The low end power is awful barely crawling when I try to go from sitting still. And furthermore when I do get it going if I floor it it barely makes a difference it does a little but not much. I'm thinking egr issues but I'm curious to what else can cause it to get an idea of parts to start replacing. Help is appreciated greatly!

Connect a scan tool and look at both codes and the data stream. Then perform the "Three Sisters" of engine diagnosis: Cylinder balance test, Compression test, Cylinder leakage test. A fuel pressure assessment is a great idea, too.
Find out which cylinders aren't producing at idle. Figure out the cause, and fix it. Good chance all the other problems go away at the same time--although that's not guaranteed.

Used a paperclip in the ALDL scan port to read codes. Just kept reading code 12 which signifies it's in diagnostic mode. No other codes. I plan to do a compression test and leak test and balance next week or so but don't have the money for that right now. I just had a shop change out my fuel pump and fuel filter, could anything have messed up back behind the gas tank that would cause this? Maybe the fuel return line? I assume the o2 sensor and egr and ecm would throw codes but then again there was some splicing done to bypass the vats system bypass and to piggyback the fan to a toggle switch.. Any more recommendations or areas to check would be more than welcome. I'm at a loss, I was certain it'd throw a helpful code my way.

It gives a whine when I go full throttle and nobpower. A very light whine, odd sound really, and then suddenly it'll surge to life after a moment and kick into gear with a jerk. Tried running without tps, it cleaned up the throttle response with a jerk at a lower rpm rather than higher but still ran like ****. Ran once without the map sensor and the same results. I'm thinking the egr isn't holding pressure is part of the issue. The other issue is I think there may be something wrong in my fuel, maybe some junk in the fuel system or gunk in the injectors? Not sure. Any opinions or experienced knowledge is greatly appreciated.
