I need to know torque spec
You'll want to look for a procedure for setting your valve lash. There isn't really a torque spec, as much as how much pressure you want the rocker arm to put on the pushrod. Try searching for valve lash procedures. Different people have different methods. That way you'll be able to pick the one you like best. Good luck.

Actually, here is one way to do it:
As you tighten down the bolt, rotate the pushrod with your fingers. Once it gets tight enough to stop you from rotating the pushrod, stop. Then tighten another 1/2 to 3/4 turn. Repeat for the other 15 rocker arms. Oh yeah, you can do some of the rocker arms when the cyl #1 is at top dead center, and the rest when the crank is one revolution past. I'll see if I can find a list of which ones you can do when for you.
Here is a description of what you are trying to do. Not the best explaination, but it's all I got right now.
