Passanger side exhaust manafold. There's a valve of some sort that looks like it was running on vacume at one time.
Anyway, it looks like it's rusted in the closed position, Is this a bad thing???

Actually it's a heat riser valve actuator..So I've been told.

Now I have nothing hooked up to it and I think it's in the closed position.. Am I restricting exhaust??? should I open the Valve??

 

I'm not sure exzzctly how itworks, but I say hook it up anyway and see if there's a difference. Mine is hooked up but it's sticky and it rattles a lot because of that. I just spray PB blaster on it every once in a while.

 

Heat riser valve, yes. There is a vacuum actuator on the valve to CLOSE is. If the line was removed, the spring in the actuator will open the valve fully, provided the valve wasn't rusted in the closed position to begin with. A good exhaust penetrant (several companies used to make a moly-bearing heat riser lubricant) can free it up if it is stuck.

And if it is stuck in the closed position, it is restricting the heck out of your exhaust.
