crank keyway and timing mark on damper

crank keyway and timing mark on damper
I have been trying to figure out wether or not the outer ring on my damper has shifted due to the rubber ring degrading.
in some previous posts vader said that the crank keyways line up with the #1 throw on the crank and therefore should be at the 45deg position at TDC.
my question is, should this keyway on the crank be lined up with the timing notch on the damper?
if so then if they are not lined up is it safe to assume that the damper is fubared and needs to be replaced?
I realise that this is a pretty simple question, just yes or no with some ribbing possibly, so go easy if I am being stupid

The timing groove on a stock damper is ALMOST lined up with the keyway. I've stated that the mark is relatively "lined up" as a reference when trying to find TDC or determine if the damper is really slipped. From the best I have been able to measure, the timing groove in the outer ring is actually retarded 10˝° from the keyway position in the hub.
I hate to throw that number around, since the location of the factory timing tab could have varied across the years. All the balancers I've ever eyeballed actually checked against a degree wheel are R-10˝°, but that isn't every SBC ever built, and I don't know for a fact that the number is universal. If yours is retarded approximately 10°, I would suspect it hasn't moved and is good to use. Just don't quote me on the number as a universal SBC "constant".
