no air tube to cat causing loss of power?

I got a used cat with no air line going in. I have the air tube just hanging down there. How bad is that? What if I cap it shut?

It shouldn't effect performance, but it may effect emissions.

The tube is there to help the catalyst do it's thing. It's similar to trying to start a fire by lighting it, or trying to start a fire by lighting it then blowing on it. It may still catch, but it'll catch faster when you blow on it.
