find out if it ain't seized
got a parts car, no ignition in it, i want to see if it will just turn over. Where can i try to turn it?

Jumper wire directly to hot side of starter from positive battery terminal, over-riding the solenoid.

or try a long handle and socket on the dampner bolt, remove the plugs will make it easier to turn
