Failed lifters?

i just installed a new cam and heads. the heads are torquers w/ 560 max valve lift, and its a hotcam w/ 1.6 rr's at .525 valve lift. when i was adjusting my lash, i noticed that the center part of some of the lifters were pressed down w/ closed valves, some weren't pressed down w/ closed valves but pressed down when they started to open, and a couple wouldn't press in at all. this happened with zero lash. pushrods are stock length for roller lifters, and they are the stock hydraulic roller lifters. have my lifters failed? do i need new ones? please help, i need to know. thanks.

the cup in the center of the lifter is suspose to move downward as you tighten the rocker nut.
