ECM problems? You tell me...please!

I was driving home, and my car just DIED! I noticed when I tried to start the car...the ignition(check engine) light would not turn on when I tried to start the car. The car sounds like it wants to start...but no dice. The car has spark, but no fuel to the TBI. I pulled the fuel pump, and it does work,but not attached to the car. I checked the fuse box and the fuel pump fuse with a voltage meter and there is no power to the TBI/fuel pump fuse. I read on several posts, that if you remove the chip from the ECM the fans should run when the ignition is turned on, my fan didn't turn on. Now, should I buy a new ECM and a chip...or should I buy a new ECM unit?
Or, does anyone have any suggestions for me? I don't even get an error 12.

The first person with the correct fix...gets a free 12 pack-o-beer!LOL

I have a 88 Camaro(Convertible) TBI 5.0
