383 with miniram (My friend used to be a emissions tester and said you don't need egr to pass just tailpipe test cats and air)
ported afr 190's
hooker super comps with non functional air tubes welded on
gutted cats
gutted air pump
cam 239 239 duration .558 lift 112 lsa
tuned computer
do you think it could pass?

No way that will pass.
It's conceivable that you could get it to pass with the cats, and almost certainly with cat & AIR.
Neither the cat nor the AIR have any material effect on performance. Why risk it?
