my idle speed

im up in mass, adn when i start my car it idles ate about 2100rpm then i kick it donw to about 1400rpm, after that i can kick it done once more after its warmed up to about 800rpm is this normal considering i have been trying to start it in 30 degree weather?

Exactly how long does it take before you can drop the idle 1,400 RPM, then normal idle RPM?
