Will this combo pass GA emissions?

Briefly: I failed emissions today with slightly high NOx reading. I'm thinking that I might use this as an excuse to install those dusty Vortec heads and LT1 cam that I have lying around. I have 91 f-bird w/ TBI 305. With this set up - see below - what will my emissions readings look like? C'mon, somebody has tried it!

Vortec Heads (milled to 58cc)
LT1 cam
Performer Intake
Edelbrock TES Headers/pipe
Catco Cat
Stock TBI w/ adjustable pressure regulator

...and I'll probably have a custom chip made.

i'd think a good tune up and properly working emission controls would go a lot farther towards passing E test than swapping heads and induction system.

Yes, I realize that I could probably tune the car up and pass emissions, but that's not the point. I'm using this as an excuse to install those parts. I have to tell the wife something.
Anyway, IF I'm going to install these parts I have to be reasonably sure that I will be able to get the thing through an emissions inspection. I don't want to do all that work and then have no hope of passing the inspection.

I'm not a vortec user, but I think they don't have the EGR port for the exhaust to get to the intake, so I think there is a kit out there that takes exhuast from the header and routes it up to the intake. I think Scoggin Dickey might have something like that, since they offer the TPI base for use on Vortec heads. EGR will help the NOx a LOT. Other than that, as long as the car runs in closed loop, without maxing out the Block Learn, it should pass a simple emissions test. I'm not sure about the visual or anything though.
