Emmissions without EGR

I just had an Edelbrock Performer Intake given to me for nothing. But its the one without the EGR. I'm just wondering if I can pass CT emmissions without the EGR? I also don't have the AIR hooked up. But I'm getting a high flow cat installed later this week.
