I don't think it's that awful of an idea. You can get a complete flat tappet cam and lifters for under $100 and a cheap set of flat tappet pushrods for another $30. That's still half of what it would cost just to buy a new roller cam itself.
You just drop the flat tappet lifters into the old bores- they will look kinda funny sitting way down in there but they will work just fine. The facotry did things this way with many truck and boat motors where they didn't want to go to the expense of a roller cam.
