White Deposits in Rad

Popped off the coolant cover to check the level and found a bunch of white crap in there. Sort of creamy but solid.
I've read that this is the solder in my rad corroding. WTF, my rad is pretty new. Bought it in October 2000. Anyways, will a shop coolant flush were they hook it up to a machine clean this stuff out of the system?
What can I do to get it out of there?

Any help is appreciated...

Yes a GOOD shop can flush all that crap out. Make sure they use a chemical flushing agent and flush water through it first, then flush with coolant. It may sound redundant, but flushing the old nasty coolant out with just water really helps to clean the radiator and cooling system. Then when the new coolant is added, it helps it stay clean and protect against corrosion longer. My $.02!!
