Desert86Roc...Cooling Advice?

MikeInAZ suggested Desert86Roc might be able to help me with overheating probs on my 84 z28. Details are under "another overheating Camaro." Short version is my 383 runs 250+ over 3,000 rpm, but cool under any other conditions. Engine speed, not vehicle speed, is the key. Have tried everything I can think of and many others have thought of. Again, details under "another overheating Camaro." Got any advice?
