Look at the linkage, underneath the windshield cowl, near the wiper motor; there's an adjustment to the length of it there, that controls where the arm goes. It's pretty easy to figure out what to do when you see it.
Make sure the arm is on the post right, and that all of that is in good shape, before adjusting it. The adjustment doiesn't just up and change all by itself, usually. But if somebody worked on it and didn't get it back together just right, then it will do what you describe, and also it won't park itself in the right spot.

I just bought my first third gen, 86 TA. My wipers do the exact same thing, and apparently have been doing so for quite some time. The sweet paint job this guy put on the car has been scuffed on the strip between the windshield and the drivers window, and the weatherstripping there is all torn up. I didnt want to replace the weatherstripping before I fixed the wipers, cuz it would just be a waste of my hard-earned money!! Thanx for the info, I'll fix 'em tomorrow!!
