light goes up but not down

light goes up but not down
my drivers side headlight flips up but it doesnt want to flip down with the other light. However the light does turn off but doesnt physically go down except for once in a bit it goes down by itself. What is wrong here. *Before when the headlight was unplugged the light would flip up and down, but since i noticed it wasnt shining and I pluged it in, it doesnt want to get down by itself.
