At WOT, intake manifold vacuum is not 0. It is low(er) than at part throttle or idle, but not 0.
(more like .5"H20 to 1" H20.) Crankcase pressure is high(er) so crankcase air still flows into the intake through the PCV while@ WOT.
Air always flows from high pressure to low pressure.

If intake manifold vacuum @ WOT was 0, no air would flow into the engine at all. The only time the intake manifold vacuum is 0 is when the motor is not running.

So retarded question but can you have a double pcv setup withe the inline filter on driver side to hopefully suck out more crap...... Instead of pulling from. Just one pcve to pull from 2 from the same bank?

The problem is is that none of our smog pumps have a hose hook up for the inlet side they just have vents on the outside of the smog pump. Ford guys of been doing this for years with 5.0 mustangs to improve vacuum and ring seal on the inside of the crankcase.

I have a zz4 crate I dropped in this winter. I just broke 300 miles in the break in and now every time I start the car it smokes out of the breather tubes. Have a Holley 650 carb.
Issue started Friday so I installed a pcv valve on Saturday and the issue remains.
The motor sat wrapped on a garage floor for about 7 years. No smoke out the tail pipes, oil is not too full, timing appears right, compression seems to be there only issue is the smoke. Any thoughts are helpful thanks guys

There is a possibility that based on your driving habits that the engine's rings are not fully seated. A slimmer chance that your cylinder walls became corroded a bit. I wouldn't freak out too much yet.
